They are both amazing but, nah. Sovereign is my runner up.
I've always prefered the speech of Sauron because it actually can kill people. However, Sovereign's voice basically is a sci-fi version of Sauron's -- minus the killing part that is.
He doesn't have hair because I have his flowing locks.

It actually just didn't fit with the chronology of the film. In the book it made sense, you were getting towards the climax, and had yet to learn the fate of Sam and Frodo.
The film on the other hand already told you what happened to them, so (according to Peter Jackson), it was a worthless scene, despite that being one of the coolest deleted scenes.

Basically, he's a The Lord of the Rings version of an angel. Valar, the higher-ups of the Maiar race, are the gods/goddesses. Both races helped in shaping the fictional universe of The Lord of the Rings.
They are the great 'creators' and 'orchestrators'.
